3. Can we install Okta AD Agent in Azure Public Cloud to communicate with AD?

We typically do not have a direct integration path for this but these links I found maybe a very helpful place to start:

4. Assume we host AD into Azure infra for Disaster Recovery or it has to be On-Prim always?

5. If it is possible to Install AD Agent in Azure is the same installer will work and what is the port number it connects to?

The SAML integration process will guide you through the needed installer. Workflow described above.
