How to enable a Token Inline Webhook?

I have created a Token inline webhook using the Inline Hooks Management API, and I can see the hook in the Workflow > Inline hooks section. The hook is active.

 

I am now trying to assign this hook to a custom api server we are using, and the documentation says to:

 

  1. Go to Security > API > Authorization Servers.
  2. Select a Custom Authorization Server from the list.
  3. Select Access Policies and select a policy to use with the hook. In most cases, just pick the Default Policy.
  4. One of the policy's rules needs to trigger the Inline Hook. Click the pencil icon for a rule to edit it. If you only have one rule, edit the Default Policy Rule.
  5. Click the Use this Inline Hook dropdown menu. Any Inline Hooks you have registered are listed. Select the hook you would like to use.
  6. Click Update Rule.

 

But on step 5, there is no dropdown menu in the edit dialog for the default rule, or for a "Add Rule" dialog. Is there a setting that needs to be enabled in our account for this?

    I should mention I'm doing this in our okta preview account, not in production, in case it makes a difference.
