This is Marius with Okta support. You can manage the users and the groups directly in Okta without the need of an on-premise directory (AD). If you have a database of users, they can be imported into Okta using a CSV file or from an on-cloud application (Google Workspace, Office 365, etc.).
If you'd need more information about this, I would suggest reaching out to your AE/CSM for guidance around your company's needs or you can open up a support ticket with a more detailed description and use-case and we'll look into it.
