I'm working on a SCIM integration that depends on adding/removing users from Okta groups and those syncing to my app. Are there published SLAs on how quickly group modifications get synced to app integrations? I know it usually happens quite quickly but trying to understand if there's anything more formal around this.

Unfortunately we don't have any concrete information regarding the exact duration of SCIM provisioning calls because it varies depending on the application SCIM is configured for.
In Okta the calls will only happen as fast as your current Rate Limits:
