Currently we are on a plan that supports multi-org functionalities. But I can't find it anywhere either in documentation or Web UI where we could create new orgs for our customer tenants. What is the process of creating additional orgs?
Another somewhat related question is, we also have Preview Sandboxes in our plan. Is this where we should put our non-prod enviornment orgs? And how do we access it, since I don't see anywhere mentioning where it is?

To answer your questions, you can create as many free trial accounts as you please, in a limited period of time. In order to do so, you can access the following link: https://www.okta.com/free-trial/
After you decided how many new org you are looking to purchase, and after each tenant was created, you will need to reach out to your account representative or your sales representative, they will handle your request from here.
To obtain a Preview Sandbox tenant, you will have to purchase one tenant, each purchased tenant will receive automatically one sandbox environment, and based on the entitlement, the account representative can further provide answers regarding the features and differences of each entitlement.
