Is there a way to have users opt in to an application that has been built in house, instead of assigning them to the app? We have an app that will be accepting PPI from the user. so we want them the option of opting in to the app instead of being assigned, and then having the app pop up on their home page menu. I assume I can do this through the individual user "add an app" functionality, but they will then see and can select from all the apps in the Okta Integration Network. We want them to go through the app we have built so they can use SSO, but have them volunteer to add the app to their home page

End users can request to be assigned to applications if you enable and configure Application Self Service (https://help.okta.com/en/prod/Content/Topics/Apps/apps-selfservice-main.htm).
First you would need to navigate to Applications > Self Service and opt in for Allow users to add org-managed apps, navigate to the application(s) that you wish to expose and enable Self Service, with or without admin approval flow.
Once this is in place, end-users will be able to request the application to be assigned to them.
