Hello,
I have an executive that would like to inquire about the possibility of forcing a 2FA prompt every time a specific folder is accessed inside of OKTA? He is concerned about a theoretical IT or technical consultant ever going rogue and accessing financial information/logins while working on his machine.

if you are referring to specific folder as every segment within the okta dashboard, that's not supported at this time. However, you may submit an okta ideas, so our customers may vote and eventually our engineering team may take into account this suggestion and eventually implement it. On the other hand, we only support SSO ,application SSO and MFA policies.
