We would like to use okta signin widget for user registration (customer identity) and I have self-service registration configured for the associated SPA. However, we'd like a limited set of users able to register based on a regex of the email address or other custom authentication rules (e.g. a whitelist of valid emails). What's the best way to do this?

You can assign the self service registration option to a specific group, that way only users from that group can use this functionality. I am attaching here the documentation for that:
