I'm trying to set up a workflow that would be triggered for all applications, not just one. The event is "User Assigned to Application". When I select "-- All Apps--" under Applications, it appears to require a specific application under Application Instance before it will let me save the card. Is there any way I can set this up so that it will be triggered when a user is assigned to any of our active applications?

What you can do is make child flows for your most used applications.

You can achieve this by using Event Hooks - Subscribe to events "User assign to app"" - and send it to an Workflows API endpoint to process it.
