We want to allow our corporate customers to have an Admin that will manage their own users in our CIAM tenant.
Each customer Admin should only be allowed to see their own users, not those of any other corp.

they need to be able to administer all users to do a csv upload. We are launching a new app and need to upload approx 1000 users in the next 6-8 weeks.
Any ideas on a workaround?

Currently, the behavior described in that documentation remains expected and the only workaround available would be to have somebody from your organization, with Super Admin rights to do the CSV upload and afterwards you can offer them Group and Application Admin permissions to do the rest after the upload has been done.
