    Assuming your mailboxes are in Exchange Online. The Outlook clients connects to Exchange, and when it does, it's up to Microsoft to redirect a federated user to their identity provider for authentication.

     

    In my experience, Microsoft caches the user's authentication for a certain period (it seems like weeks), allowing the Outlook clients to access the mailbox without requiring authentication every time the user opens the app (it does this in the Outlook web client, too).

     

    I'm sure they're doing this to avoid a bad user experience, but it has always rubbed me the wrong way.

    I didn't answer your question, did I? Sorry.

     

    Yes, once you set up federation, the next time the user launches their Outlook app, they should get redirected to Okta to authenticate. Unless Microsoft has a previous session cached, as described above. But eventually, they will get prompted to authenticate with Okta.
