I need help on connecting our org AD on fully managed service(cloud) to connect with our OKTA account. As per OKTA documents the AD connectors needs to be set up on the Host windows machine which we don't have.

I assume you mean this is a fully-managed AD instance, like from Amazon Web Services, not Azure AD. Correct?
If so, do you have any IaaS presence?
Thanks Taylor for your quick response. I got this It is Azure Active directory and I got the steps to get it connected with OKTA
