I can see how to get SSO to work with HighGear using SAML but was wondering if Okta can do provisioning to HighGear to create user accounts?

Hi Joey,
It doesn't look like we have an OIN app capable of providing Lifecycle Management functionality to HighGear.
However, if you can find out if HighGear supports SCIM provisioning API's you can use the Okta Appwizard to create a custom app. If you are licensed for provisioning, you should have a provisioning tab available to create the SCIM connection.

This would depend if HighGear supports provisioning though SSO, which it appears that they may as this is pretty common. You would want to confirm this with them.
