According to the pricing page, the customization of email templates and domains is available for the Developer Edition.
Nonetheless, when attempting to modify the templates I get this seemingly conflicting message, where it says that email customization is a paid feature:
Could someone please clarify this?

Sorry for the trouble! This page needs to be updated. As mentioned on https://developer.okta.com/pricing/, this is a paid feature that needs to be enabled by Support.
