We have a some apis that we are wanting to protect through Okta. We also have about 2500 clients that have about 15 employees on average. We were thinking of creating user groups for each client and putting their employees in each group. Then creating a "Authorization Server" for each client that only allows that group to authenticate against.
That would have us creating 2500+ "Authorization Servers". Is there a limit on those

For what you are asking, it depends very much on the license and the contract created. For example, IT/Workforce orgs do not get custom authorization servers unless they have a certain SKU enabled. Certain SKUs are limited to a single Auth Server (aka Default) - Developer (paid), One App, Enterprise.
For other situations, there may be limits of 100 Authorization Servers, or more, and usually, other companies create multiple Okta orgs in order to have more authorization servers available.
I would suggest discussing this with your Account Executive before you start implementing to see if a limit of around 2500 can be raised for your Okta tenant.
