I have a developer's account on Okta, where I'm unable to add a Mantis Application. Is there anyway I can add my MantisHub account to Okta for SSO using SAML. Is there a way by creating a new application?

You might have already found it, but you can create new SAML SSO integrations using the instructions starting here.
It looks like Mantis supports out-of-the-box SSO integration with some other Identity Providers but not Okta. To set this up in Okta you'll need some info from Mantis, like IdP sign-in URL, ACS endpoint, and a public certificate.

I checked the different providers MantisHub supports, However it does not have Okta, so any of the mentioned info is not easily available on MantisHub.

In this case, you'll likely need to contact MantisHub to see if they'll be able to provide you with the SAML configuration.
If they're unable to integrate with SAML or any other federated SSO, you can use Secure Web Authentication: https://help.okta.com/en/prod/Content/Topics/Apps/Apps_Overview_of_Managing_Apps_and_SSO.htm
