Apple Watch Notification cuts off need to scroll to press "yes, it's me". Is there a way to change the notification abbreviation to not say the full city name and entire Country "United States"? it can all fit in if either font was a bit smaller or abbreviated.

There isn't an option within Okta to shorten the test in the Okta Verify Push Notification. However, like you pointed out, it all fits if your text is set to small in the system settings for your Apple Watch.
