Access to anonymous User with only Email OTP verification
Hi Team ,
Trying to implement MFA set up , we have the scenario where we need to verify the anonymous user to give them access for the resources with only Email verification OTP , not with sign in.
Steps :
1) Share the resource link to the users with users email id .
2) when user click the link , it asks for to enter an OTP which was shared to their email address.
3) Once OTP matches , the resource can be accessed by the user.
Can anyone help me on , how to set up this in Okta ?

Here we are looking for to verify the user with OTP which is sent to his/her email account
Email id may or may not exist (i.e it is unknown user to OKTA like guest user ) in Okta directory.
To share any resource (like file download) , we will not ask the user to sign in because there is no account , but still we want to take their email id and proceed with OTP process and share the resource if verification success.
