Steps
- Activate SSO from Okta to integrate application office365.
- Created user in Okta panel and mapped immutable Id
- While creating user selected changed password at next logon.
- also select option sync password from Okta
- now user get successfully login to office365 through SSO and password getting changed successfully in Okta.
- now deactivated Okta SSO and try to login office365 user by disabling SSO
- Okta password not able to sync to office365

This is Andreea with Okta support. Password Sync is a Provisioning option, and as for all of Provisioning actions, users must have an externalID assigned under Application Assignment. In your situation, the externalID of users might be missing, however, we cannot tell this for sure. What I would strongly recommend in this situation is to open a support case with us where we can start to troubleshoot this issue in more depth.
