Under the Okta profile attributes, is there a way to rearrange them without removing and recreating the attributes themselves

At the moment rearranging Okta attributes is not possible. The attributes must be re-created to achieve it. I was able to find a feature request that might fit your ask, https://ideas.okta.com/app/#/case/123192. You can upvote it for a possible future implementation.
