Can a locked out user user "Forgot password" link on the login page, user a link from email, reset her password and then login with this new password?
Would Okta unlock such account after Forgot password successful password reset?

self service forgot password api {{url}}/api/v1/authn/credentials/reset_password triggers forgot password denied email. As per this message password is expected to be reset by admin
