I want that our meraki wifi enterprise work with certs and dont use splash page.

First. I created self signed certs, using this instruction https://bzsparks.com/2013/02/17/802-1x-eap-tls-radius-openssl-securing-wireless/

But work only on splash page. Maybe i do something wrong ?

Second If i want not self signed cert. Where to buy and how to create CSR ?
