I have a dev group that wants to administer their own OAuth app (add & config app in okta, create, assign & manage users).
I created a user group and a user admin group for the user management part.
How can I give them application admin access to an app that doesn't exist in Okta yet?

I don't think that's possible without giving them App Admin rights to all apps, but you could create the basic shell of an app (use dummy values if necessary), and then give them App Admin rights to that and let them reconfigure it as needed.
