How do I force okta authentication in Salesforce for everyone except for admins?

I would like to remove the "Login Form" as an authentication service in Salesforce, but I have System users that are not set up in Okta and I would like Salesforce admins to have the ability to log in using the form in case Okta's authentication service stops working for any reason.

    This is Mihai with Okta here.

    When you enable/disable that option it is available for everybody. That means that for the moment, you cannot accomplish the configuration that you wish. You can suggest this on the Okta Community portal by using the 'Feedback' option at the bottom of the Okta admin console. Features suggested in our community are reviewed and can be voted and commented on by other members of the community, therefore making it much easier for the engineering team to understand the priorities that you have for feature requests. From there, the PM team will review the top 30 most voted upon ideas each month and provide feedback/roadmap status on these via the forum.

    If you have any other questions regarding the Salesforce Integration I will recommend to open a support ticket to receive the help needed.
