I am using a OKTA API token generated by the ORG Admin, but I am seeing 403 randomly.

I cannot seem to find a pattern, but some APIs work normally with the ORG Admin token and others do not. As an example this API returns 403, /api/v1/users/{userId}/roles.

 

My goal is to be able to assign and manage different roles for users in OKTA via an api and see what roles that they have. Additionally if it is possible, I would like to be able to assign group and app admins if this is supported.

    I am also noticing that I cannot add users to groups with my token either.

    /api/v1/groups/{groupId}/users/{userId}
