New email change notification templates

Hello,

We noticed that two new email templates were recently added to our oktapreview environments (Email Change Notification & Email Change Confirmed Notification). We perform PII removal when our users are revoked from having access to our site in order to comply with GDPR requirements. We do this by updating their login, first/last names, and primary email with fake information. However, it appears these email change notifications are STILL being sent out to users when they are SUSPENDED in Okta? We would NOT like for our users to be informed with an email stating that their email has been changed to our fake "PII removal" email when they've already been revoked access to our site. I understand that we can delete our users from Okta entirely when their access has been revoked; however, we have clients who leave & come back and we'd like to retain all of their Okta information that is not easily readable (specifically factors so they don't have to set them up all over again) I'm still a bit confused as to why email notifications aren't being hindered when Okta sees that the user's status is SUSPENDED. Very weird.
