On the Jira side, the app doesn't allow me to create new additional attributes specific to the user profile. Has anyone come across such an issue?

As mentioned on the case opened with us withthe same question, according to our documentation https://saml-doc.okta.com/Provisioning_Docs/Jira_On_Prem_Provisioning.html right at the end, Atlassian Jira Server SAML does not support User's Schema Discovery.
