i have n't come across any flag feature for okta mastered users .
but for AD mastered users, yes you can refer above thread mentioned by Phoebe..
In our org, we use usernames to login to Okta and not email addresses.
However, emails cannot be left blank while creating accounts in Okta.
They can be setup with an expression to use the username suffixed with something like 'username@orgname.com'.
