I was told that the additional security is required. This only happens on an Apple device so 1 device. It happens often throughout the day. Correct me if I am wrong this function can be turned off on the device itself is that correct?

I don't think so: if your admin has configured TouchID to be required for Okta Verify then if you're using it from an iPhone you need to do TouchID; that was why the article I linked suggested you might want to turn it off (although in that case it was to work around newer Apple devices that don't have TouchID). And since similar fingerprint biometrics can't be required of Android devices it's not a universal security feature anyway.

If it doesn't happen to any other Apple devices for your org, and it does sometimes work even for that device, then I'd be tempted to say it's something wrong with the fingerprint reader for that device. But you could raise a support case with Okta too.
