I am trying to setup a new application for VMWare Horizon View RADIUS. Under Sign On settings there are fields for UDP Port and Secret Key. Are these arbitrary fields or are there existing settings i need to match, if so where do i find them. Any help would be appreciated.

They do need to match what's been configured on your RADIUS. You'll need to look up what those are for VMWare Horizon in your instance; this page appears tells you where to find those settings (and mentions the default UDP port is 1812).
