Requiring the VPN to be active to login and use Okta

Is it possible to set up Okta to require the VPN to active (not just some pop up reminding the user) as part of the requirements to login and use Okta? And if the VPN drops the user can no longer use Okta till the VPN is active again.

    not sure on vpn part to allow/block the okta access but one way to allow/block okta access via on/off networks by whitelist your company public ip's in okta given network zones.
