Is there a way to customize the look and feel of the Application dashboard and how the chiclets are displayed / arranged? I know that the sign in and error pages can be customized but I didn't see an option to do so for the Application Dashboard. If this is not possible within Okta, what would be the recommended way to customize the Application Dashboard?

This is very much possible. To change color theme for End user dashboard go to -> Okta Admin -> Settings -> Appearance -> Application Theme
and for Chiclets arrangement go to -> Okta Admin -> Settings -> Customization and select End-User Dashborad
