Hello,
I am looking into the possibility of Okta as an RSA replacement. We have both in place at our organization after our recent transition to Okta.
Okta can replace RSA in most of the scenarios that we use. Users requiring hard tokens + RSA can replaced by Okta + YubiKey.
The one scenario that we have that I am unable to find an Okta-only solution for is RSA Emergency token codes. We can temporarily assign a fixed token code in emergency situations.
Is there any way to do this with Okta? If not, is there any other solution using Okta where we could provide a user access supposing they do not have a mobile device for Okta Verify?

You can setup multiple MFA options in Okta. Say Okta Verify and also Email Authentication.
So if the user doesn't have access to Phone, Email Authentication may help.
You can also add the user to MFA exception Rule to bypass MFA. Once the user is good to go , remove him from MFA exception list.
