If you are referring on how to integrate a new application (Google Stackdriver) in the Okta integration network that can be done by going to Admin → Application → Add Application → Create New App and following the steps presented when adding the application (for detailed information on adding a new application please access the first sub-point of the article The Applications Page).
If you are referring on how to get the Okta logs written into Google Stackdriver you will need to use API calls and to have Okta integrated in Google Stackdriver. The API command for that is GET/api/v1/logs (for detailed information on all the API commands please access the article System Log API).
