Hello,
How can I integrate OKTA with CA siteminder . I want to achieve federation using SAML 2.0 with OKTA as IDP and CA Siteminder as SP.

I have done it. its simple from Okta side. from Okta create custom SAML app. and in SiteMinder you would have to do things little bit differently as you want to act SiteMinder as a SP.
In SiteMinder create a new Entity as Entity Location : Remote and Entity Type : SAML2 IDP and provide details from Okta IDP metadata. and create another Entity as Entity Location : Local and Entity Type : SAML2 SP. Unfortunately I can not provide detail info here but I think you can figure out rest.
