Okta does not allow full access to all applications when using iPhone or iPad

When I am in Concur or trying to punch into my time clock (Vista Time) I am blocked when on my iPhone or iPad. I loaded Okta onto my personal PC and everything works perfectly. I am working on a personal hotspot from my iPhone. This AM recover my hard drive on my PC. During that process I attempted to use my iPhone/iPad but was blocked from many functions. Is there a way to fix this? The IT Department at my company was unable to assist me. He thinks I have VPN (my companies) access even though I told him I am using my hotspot on my iPhone.
