I want to take backup of configuration and policies, Incase okta cloud goes down so that we can have DR environment with same configurations.

Okta has multiple redundancy Prod Cells globally available like example OK1 Cell (US).
Login into your admin account https://xxx-admin.okta.com/admin/dashboard at bottom you can see which cell your prod is in.
