Is there a dev-mode variable for back-end developers?

Okta is fairly easy to integrate, but as an end-user[-developer] I can tell you what I would like to see when I first dive in to Okta - a "dev" boolean variable (javascript), when set true:

     -- it will show me all kinds of browser info (in red) as to whats going on.

     -- With expandable links so that I can get more info on how to configure (using Angular for example). Including various ways (i.e. web examples) of how to add, edit users.

     -- Dev mode should allow me to work offline.

    I'm not aware of any such 'dev mode' option like you've described. In our organization we do all dev work in our preview tenant before moving anything to prod.
