When user tries to log-in with invalid ID and/or password, the error message "Access Denied" appears.
1) Can "Access Denied" message be changed to something generic?
2) Is it part of the OKTA API on where the "Access Denied" message appears?

The 'Access Denied' message cannot be changed in the GUI. If this is regarding a custom development that you're working on you may be able to get some suggestions over at https://devforum.okta.com/.
