At one point Okta had published an article that outlines the order of preferences for language. I thought it went like this:
1. browser configuration
2. Okta display language preference
3. locale specified in Okta profile
4. default language in Okta tenant settings
I can't find it anymore, does anyone know which order preferences are processed?
I don't have the document that you're referencing but for the sign-in page Okta will use the browser language then Display Language for anything that isn't localized text/links. For email templates the first priority is Display Language then second priority is the locale attribute.
