In Auth code flow, client app sends requested scopes, auth server is returning below error. We have inline hook configured, call failed before triggered it.

Please consider opening a ticket with us, since this issue would require active troubleshooting to pinpoint.
Please also clarify whether the issue began after a modification to the hooks used, or whether you are in the process of setting up hooks for the first time.
One possible reason would be that the property "openid" is not present within the scopes.
