We have made multiple factors available (RSA originally, recently added Okta Verify).
When new users are forced to enroll, they are always prompted for Okta Verify.
We want RSA as 'supported' and Okta Verify as an alternate.
How do I change this?

That is caused by the fact that the enrollment policy has "Okta Verify" set as "Required" and RSA probably is set to "Optional". To have the users choose between the factors, none of them should be set to "required", as it will be mandatory for the users to enroll in that specific factor.
