We are trying to follow instructions to set up app from link above; in the first step we cannot find the search box to look for WS-Federated template

Hi Paulo,
Most likely, the reason that you're not able to see the search box when you're trying to add the WS-FED template is because of the Developer view on your Admin dashboard. Please have a look in the upper-left-hand corner of the Admin dashboard and you will see <> Developer Console, please click on it and switch to the Classic UI and then try to follow the steps outlined in the documentation again.
