For target application import user functionality do we enable filter base import. Filter base import will allow admin to put unique identifier field of user in import configurations and get one specific user imported from target application to Okta.
There is no way to import users from an application into Okta.
What Okta does is if you have a user with matching attributes in the application, the matching user will be verified when asked to sign on.
Okta does not import users from applications.
