I need a way to generate and download report for list of applications active and configured with SSO.

My name is Silviu and I am a Technical Support Engineer (Tier II) at Okta.
In the UI we do not provide such report, but just when users have logged in / used the apps. Also, we have a section where you can see the Apps that support SAML, but are not yet configured with that Sign On protocol.
What you can do is integrate Postman (https://developer.okta.com/code/rest/), or other third-party tool and use the API calls listed here (https://developer.okta.com/reference/postman_collections/) to query for "List apps" - on which you can apply a filter for the Active ones, as below:
