You can generate a list of active applications using Postman. You can find documentation on how to set up Postman with your tenant using an API token at this link: https://developer.okta.com/code/rest/ , and you can find Postman collections at this link: https://developer.okta.com/reference/postman_collections/
The Apps collection is the one you will need for generating the application list.
