I am on 30 Days trial and trying to setup Integration between OKTA and E-Business Suite
EBS 12.1.3 - it keeps giving me Invalid User/Password message
Is there any WhitePaper to follow, may need additional Patches on EBS Side
EBS 12.2.8 - it keeps giving me Requested resource or page is not allowed in this site

I'm afraid that at the moment we do not have any documentation on integrating OKTA and E-Business Suite, I'd advise you to create a new Support Case, we'll be happy to look into your issue in depth and help you set up your integration.
