For some reason I no longer see the Import tab/button. I select from the Application from the Applications tab. The Application is displayed. I thought the Import tab/button was between the Proviisioning and Assignments tab/button, but it is no longer there.
Am I looking for it in the right place?

Yes, you are looking in the correct place (Okta admin > Applications > the App > Import tab). I would encourage you to submit an Okta support case so we can investigate this further with the particular app you are having this issue with.
