The system log api gives only one timestamp and that is the time the event is published on Okta cloud, how different is it from actual event occurring time, also what about time zone, is the time in log i.e. published time always in GMT/UTC and what happens if customer is in different time zone and event occurred in some other time zone in all such cases system log will always give published time in GMT/UTC.

Regarding your questions, the answer to the first one would that what is retrieved via API should accurately reflect what the SysLog UI provides. To that, the SysLog timestamp is the one when the request/response has reached Okta, and in good networking conditions, should be insignificant.
Regarding timezone, I would assume it to only be provided in GMT as it would be the reference time, and will most probably require converting after the results are returned, should you need it in a different timezone.
