Api validation failed: timezone. Europe/Kyiv is not a valid time zone

According to discussion in https://support.okta.com/help/s/question/0D51Y00005pKGZCSA4/how-do-i-assign-a-timezone-to-a-user?language=en_US topic, it was stated:

"You can use any of the values from the TZ Database Name column from the Wiki link: https://en.wikipedia.org/wiki/List_of_tz_database_time_zones...", but when I'm trying to create a user with `Europe/Kyiv` timezone (which is listed in TZ Database Name column) - I'm getting an error: "HTTP 400, Okta E0000001 (Api validation failed: timezone - timezone: For property 'timezone', string value of Europe/Kyiv is not a valid time zone), ErrorId oaep4Nv5zghQyCqzr-0uv6hag"

It fails to function through both Okta's UI new user creation and API integration:

Was the supported by Okta Timezone list changed? Or there is some bug in API validation logic?
